Testing general relativity (GR) is one of the important scientific opportunities for new missions and new observation programs in the next decade. Time delay measurement is a definitive test to determine whether gravity is a purely geometric entity. Deviations from the predictions of GR can be expressed in terms of the Parameterized Post-Newtonian (PPN) formulation of gravitational theory, in which the main contribution to time delay of electromagnetic waves passing near a massive object is proportional to 1+ γ , where γ is a measure of the curvature of space-time, and is equal to unity in GR.
